A follow-up to The Madlanga Pattern, which stays online as a case study (frozen copy). That report joined real events with connections no one had shown. This one asks a narrower question.

Question: which of the April 2026 Limpopo municipal procurement arrests do public records support, and which connections between them does the evidence justify?

What FORGE holds

On 17 October 2026 FORGE held 1,077 signals from 15 sources, collected by two collectors: a keyword news monitor and a news wire. None of them carries coordinates, so the correlation engine had nothing to score and produced no correlations. That is the honest output: the data gives no spatial or temporal basis for connecting these events, and this report does not manufacture one.

30 signals are pinned to this case. Each is tagged subject (the Limpopo arrests), control (a matter the baseline report tied to Limpopo) or decoy (same province, no link examined). The pins were chosen by hand and are listed on the case page, not selected by keyword.

The case page shows an "Evidence Confidence" figure. It is an average of headline gravity scores. Here 28 of the 30 pinned signals carry the identical gravity score 0.3 and 2 carry none, so the figure is a constant, not a measurement. This report does not use it.

What the records support

Molemole: supported. The Hawks arrested four senior officials of Molemole Local Municipality in mid-April 2026 (signals 001d12b4, b4245051, c343b837). TimesLIVE reported on 16 April that they were arrested on the Wednesday, which was 15 April, and charged under the Municipal Finance Management Act for allegedly circumventing tender procedures. EWN quoted the Hawks as saying the case arose from incidents reported in September 2024 and is handled by the Limpopo Serious Corruption Investigation Team. Later headlines report more arrests: ten senior managers by 25 April (261a12c8) and three more suspects on 24 June (b98e6b1c, 4eff391c). FORGE holds only the headlines for those later arrests, and their texts still need reading.

Elias Motsoaledi: supported, and separate. A former legal manager of Elias Motsoaledi Local Municipality was arrested on fraud and corruption charges, reported on 16 April (7c779be4, c17df827). EWN quoted the Hawks putting the alleged prejudice at about R686,000. As reported, this is a different municipality with different alleged conduct. No source found describes it as part of the Molemole case.

Polokwane 2025: real, but not shown to be connected. On 17 September 2025 the Hawks visited Polokwane municipality's offices under a court order to obtain documents for an investigation into alleged corruption involving municipal principals (Sowetan, 18 September 2025). The municipality disputes the word "raid": it says the Hawks asked for specific documents and were given them. FORGE holds 6 headlines on it, from 17 to 21 September 2025, plus one from May 2026 reporting that the Hawks would return to the municipality for more documents (d041fa56). None of them reports an arrest. Nothing found ties this event to Molemole: it is a different municipality, a different alleged scheme and a different year. A third event shares only a month with the Molemole incidents: in September 2024 the Hawks executed a search warrant at Polokwane municipality in the VBS matter (Daily Maverick, 6 September 2024). Three September events across two years, and no demonstrated link. One possible source of confusion: TimesLIVE reports the four Molemole officials were arrested in Polokwane, the provincial capital, though they work for Molemole.

Mkhwanazi: not a Limpopo matter. Julius Mkhwanazi, a suspended deputy chief of Ekurhuleni Metro Police, was arrested on 18 April 2026 by the SAPS task team that acts on the Madlanga Commission's evidence. The NPA's statement describes alleged conduct in 2019 involving a court appearance and the Ekurhuleni municipal manager. Of 55 headlines in FORGE containing the surname, 29 mention EMPD or Ekurhuleni and 0 mention Limpopo. A later headline reports a further arrest in August (4a114a5b), and the latest signal, on 9 October, reports a postponement (76734add). FORGE holds no signal reporting a conviction; check the court record before relying on that.

Same-name check. The surname appears in 55 headlines: 43 carry "Julius", 0 carry "Nhlanhla" and 12 carry neither first name. "Suspended EMPD Deputy Chief Mkhwanazi to appear in court" (f195e708) has no first name. "Mkhwanazi's bombshell briefing" (9301f88f) appears, from its date and wording, to concern the police commissioner's July 2025 briefing, not this case. No string rule separates the two men. Context does.

Claim ledger

Each claim from the baseline report, scored against what was checked in October 2026.

  • Mkhwanazi was arrested on 18 April by the Madlanga task team on fraud and corruption charges. Supported (579726c3 and other headlines).
  • Four municipal officials were arrested on 16 April. Supported, with a correction: arrested 15 April, reported 16 April.
  • Those arrests were a "separate but related" Hawks operation. Not supported. The Molemole arrests were made by the Hawks' provincial unit, the Mkhwanazi arrest by the task team, in a different province, over different alleged conduct. No source links them.
  • The Mkhwanazi arrest was the third enforcement action in Limpopo in 72 hours. Contradicted. It took place in Gauteng. The Limpopo actions that week were Molemole and Elias Motsoaledi.
  • The Madlanga task team is deployed against procurement fraud in Limpopo. Contradicted by the sources checked: the task team's arrests in the record are in Ekurhuleni, and the Limpopo arrests were made by the Hawks' provincial unit.
  • The charges are consistent with procurement-linked conduct. Contradicted by the NPA statement as summarised above. Read it directly.
  • The 2025 Polokwane probe was an earlier phase of the same investigation. Not supported (see above).
  • A gravity of 0.42 is above the threshold for priority review. Superseded. The pipeline's thresholds are 0.35 to monitor and 0.55 to escalate, so the claim should have said "monitor".
  • Case 7 holds three pinned signals and an Evidence Weight of 0.42. Stale. The case later held nine signals and a figure of 0.26 after unrelated court records were auto-pinned.

Still to verify

  • The Hawks' own statements on the Molemole and Elias Motsoaledi arrests. This report has them only through press reports quoting Hawks spokespeople.
  • The Senwabarwana and Groblersdal magistrates' court records for first appearances and charges. No FORGE collector reads those courts.
  • The NPA statement on the Ekurhuleni case, read in full, and the current status of each case at publication.
  • The three later headlines that report further Molemole arrests.
  • Whether any Hawks or court statement links Molemole and Polokwane. Only one of those could.

Handling named persons

  • Julius Mkhwanazi is named in an NPA statement. He is accused, not convicted: FORGE holds no signal reporting a conviction, and nothing here claims the allegations are true.
  • The Molemole and Elias Motsoaledi officials are described in the Hawks reporting by role and age range, not by name. Their names circulate in a political party's press statement, a partisan source, and this report does not repeat them until a court record or a Hawks or NPA statement does. Finding that record is a task for the reader.
  • Only the minimum is stated about anyone: role, charge, court and date. Relatives, witnesses and bystanders are left out.
  • Corrections and takedown requests: use the contact on the About page.

Against the baseline

  • Every claim tied to a signal or a named source: yes, as listed above.
  • Numbers computed, not typed: the counts in this report are computed from the database when the report is built.
  • No contradicted claim asserted: none is asserted, but several checks rest on press reports and are listed as open above.
  • Same-name entities disambiguated: documented here, not automated. The pipeline still has no disambiguation step.
  • Placeholder coordinates and timestamps kept out of scoring: yes. None of the signals has coordinates, and the news monitor's timestamps are date-only (all 07:00), so dates are used only at day level.
  • Claim ledger published: above.
  • Scoring improvements shown: none. See the provenance note.

Provenance and limits

Code commit 880e4b4. Signal-table fingerprint (first 12 characters of a SHA-256 over every signal's id, source, timestamp and title) 38f558503553. Scoring: not exercised. The Sprint 6 changes to the severity vocabulary and thresholds, and the correlation filter for placeholder pins and midnight timestamps, were in the code at this commit, but the gravity figures here are collector defaults and no correlations were possible, so this report cannot show those changes work.

This report cannot show that no link exists between these matters, only that none appears in the sources collected. All allegations are unproven and reported as allegations.

Corrections, 17 October 2026: an earlier version of the provenance note said the Sprint 6 scoring applied to this corpus; the identical gravity scores noted above show it did not. An earlier version of the Polokwane paragraph also said "three Septembers"; the three events fall in two Septembers, 2024 and 2025.
